UWITS, which stands for Utah Web Infrastructure for Treatment Services is a county-wide, web-based solution that is specifically designed to meet the data management needs of the Salt Lake County Division of Substance Abuse Services, its treatment contract agencies and the Utah Division of Substance Abuse and Mental Health.

UWITS takes advantage of Web-based technology, providing state of the art features that simplify IT support and maintenance and allow integration with other Web applications.

UWITS standardizes the way data is collected and managed. This standardization allows the county and its providers to collect and manage AOD treatment data using standard data elements. Some advantages of standardized data management are:

  • Elements needed for state and county reporting requirements are built into the system;
  • Required reporting (including billing) is a simple extract of the central database; and
  • Standardized data supports meaningful analyses.

UWITS simplifies data management. UWITS captures data as it is created in a wide number of areas critical to AOD treatment. Data is entered only once and can be routed to meet all requirements.

The UWITS approach to data management:

  • Improves the quality and availability of data for all parties; and
  • Enables better treatment practices.

UWITS & Compliance

UWITS is compliant with the following regulations and data submission requirements:

42 CFR, Part 2

42 CFR, Part 2 is a section in the Federal Code of Regulations that is designed to "impose restrictions upon the disclosure and use of alcohol and drug abuse patient records which are maintained in connection with the performance of any federally assisted alcohol and drug abuse program." The full text of the regulations can be found at the US Government Printing Office 42 CFR, Part 2 website. UWITS is compliant with 42 CFR, Part 2.

HIPAA

The Health Insurance Portability & Accountability Act of 1996 (HIPAA) is designed to establish a foundation of Federal protections for the privacy of protected health information. HIPAA was enacted to respond to a growing threat to the privacy of health-related information in an electronic environment.
