Assessment and Referral Services
BEFORE an individual can begin treatment he or she must first receive an assessment.
The purpose of the assessment is to gather information on the person's functioning and strengths in all areas of his or her life. That information is then used to determine what type of treatment will be most effective.
Substance abuse assessments and referrals are provided by professional clinical staff. Community partners such as juvenile and adult courts, schools, hospitals, shelters, private citizens, corrections, attorneys, social service providers, and other County agencies refer individuals to the Division for substance abuse evaluations as a vehicle to match clients with the appropriate level of intervention. Program staff are available for clinical consultation and inquiries from the public on issues relating to substance use and abuse.
Programs must admit clients according to the following priority:
1. Pregnant and female parenting injecting drug users
2. Pregnant and female parenting substance abusers
3. Injecting drug users
4. HIV positive drug users
5. Special revenue contract clients including DORA, Family Dependency Drug Court, State Supervision, etc.
6. Referrals from VOA Detox/Day Treatment and Salt Lake County Treatment Unit
7. All other substance abusers
Adults (18 and Over)
Depending on who referred you in and why, the assessment will take place in one of two places. At the Division of Behavioral Health Services' (DBHS) office adults who are involved in the Family Dependency Drug Court, DORA program, DCFS, or are HIV positive are assessed. If you are involved in one of these programs please call (801)468-2009 Monday - Friday, 8:00 a.m. - 5:00 p.m.
All others are assessed through the University of Utah's Assessment and Referral Services (ARS), a contracted agency of DSAS. To receive an assessment at ARS you must begin by attending an Interim Group. Based on the findings during the assessment, and with the your (the client's) input, a recommendation for treatment is made.

If you are seeking an assessment and referral for a minor, please call our assessment and referral services at the county office at (801)468-2009 Monday - Friday, 8:00 a.m. - 5:00 p.m.
