- Provides comprehensive, system-wide planning and evaluation as well as need assessments
- Establishes service priorities
- Provides planning and program development
- Provides oversight and coordination of all subcontracted alcohol and drug services
- Ensures the needs of the public are being met effectively by using proven models and strategies
- Provides training for professionals and the community
